You don't even have to go to some third-world desolate hellhole, eastern Europe is significantly cheaper while also not being a huge downgrade from America.
Belgrade for example, the average salary there is like $15k a year while rent is $600 a month and the crime rate is much lower than any major American city, it may not be as advanced technologically but it's not like that's unlivable
